What is a Revaluation?

Revaluation is a process by which all rateable properties in a local authority area are valued periodically, and at the same time, by reference to a single valuation date. A National Revaluation Programme has been in place for a number of years and, to date, 23 Local Authorities have been revalued. After the first revaluation of a local authority area is completed, revaluation is then scheduled to take place every five to ten years on a recurring basis.

Why was the decision made to defer the revaluation?

The revaluation of commercial properties in Dún Laoghaire-Rathdown for rates purposes is part of an ongoing national programme to ensure that the rateable valuations of all commercial and industrial property in Ireland are reviewed and updated on a regular cycle so as to maintain relativity between individual ratepayers in the same local authority area. This results in a more transparent and equitable system for all ratepayers.

Every effort was made to explore ways to finalise the new Dún-Laoghaire –Rathdown valuations in September 2020, as planned. However, it is not possible to complete the revaluation under current circumstances in light of the restrictions on the operation of many businesses, physical inaccessibility to business properties and social distancing associated with controlling the COVID-19 pandemic.

Will the Valuation Office issue anything directly to the ratepayers?

Yes. The Valuation Office wrote to individual ratepayers in Dún Laoghaire-Rathdown on 14th May 2020 to notify them of the changed timelines and also notify the trade bodies which represent businesses in Dún Laoghaire-Rathdown

What does the Dún Laoghaire-Rathdown decision mean for other revaluations?

This decision relates specifically to the revaluation of Dún Laoghaire-Rathdown, which had been scheduled for completion in 2020, and has no impact beyond that.

Will an amendment to the legislation be required? When will that be done?

Yes, the Residential Tenancies and Valuation Act 2020 was signed into law by President Michael D. Higgins on Sunday 2nd August 2020. Section 14 of that Act brings about a change to the application of section 25 of the Valuation Act 2001, which arises from the decision to defer the completion of the Dún Laoghaire-Rathdown revaluation to 2021.
